Very difficult. You're asking about spot reducing, and that's not impossible, but notoriously very hard.

Mostly you would need to create a high Metabolic environment for the body to burn Fat in, but that would have an all over effect.

One thing that mist possibly do something, would be Hip Rotations. This is where you have your hands on your hips, and rotate clockwise and anti-clockwise, the hips in a circular motion.

Typically it is used as a pre-workout stretch / cooldown exercise, particularly with Gymnasts, but you could try some of those and see if it has any effect.

It shouldn't cause any real resistance to the area from bodyweight, I wouldn't have thought, but it could increase core temperature within the location, and possibly stimulate a localised reaction.

If you do this, and I don't guarantee it would work, I suggest about 30-50 clockwise, then anti-clockwise rotations every day.

With this, the Legs should stay pretty still. You want the Hips to be rotating, but not in an absurd haywaire fashion, nice and controlled.

The whole body will prety much rotate, but the Hips are the primary target with these, Hands remain on Hips for this.

Like I say, I can't guarantee this will work, but it's worth a shot perhaps.

Not much info, but forget about spot reducing...
Some women (I'm taking a gender guess, if your a dude, send a pic) have that genetic disposition. If you are small everywhere else and following a food and fitness program, add in the suggested hip rotations or try belly dancing. If you truly have saddlebags, it's gonna take work.
Try to balance your upper and lower body by strengthening your chest, back and core muscles. How you carry your "big hips" will make a big difference in appearence. Bonne chance!
