Get over the break first. Maybe do some Cardio stuff, on a bike, to lessen risk of injury, but don't do anything except maybe bodyweighted lower body stuff.
Keep the Arm rested, Iced maybe 2-3 times a day, for 15 minutes a time, if it's not in a cast, but don't do weights until they're all clear from the break.
That's what I'd say. |

Has your doctor suggested physio or rehab of any sort? This should be your first place to find out when to start and how much you should/can do. If you're schedualed for rehab/physio then they are the authority for what to do and how much and how often.

| he had a operation, and is now trying to straighten it, the physio is doing light weights, but the muscles are tight from wearing a hinged cast, we are trying to work them out at home, so any ideas would be great |

Then you should let the Physio do their thing. Don't try to rush the process, or encourage faster recovery via additional means, or you might get a reverse effect, and worsen, or prolong the problem.
If you believe the Physio is doing the right things then run with it, until they say, you're good to go regards normal training.
It might not be what you're wanting to hear, but it's a case of suck it up, be patient, and do what's requested of you, by the proffessional.
