Might be due to low bodyfat. Might not be a problem. Could just be the low Bodyfat, accentuating Veins, especially when their slightly more vascular during a workout.

Are you sure they are varicose veins? Or are they spider veins? You can treat them with things like Horse Chestnut, Gotu Kola, Butcher's Broom, Hawthorn, Bromelain and Grapeseed Extract, but you have to be very careful. These herbs can have strong side effects. They work by improving circulation, reducing edema and strengthening connective tissue. You have to take them for about three months before you really notice a difference.

Isn't Varicose veins caused by the narrowing of capillaries? The only cure I know of is surgery :/. Maybe cardio will improve the blood circulation in your legs.

It's mostly about genetics on whether your prone to get them or not. Most are caused by stressing out your legs by standing or crouching. I've read that Birth control pills can make you prone to them also. (Good benefits outweigh these though)
There is a couple of different procedures to releave/correct Varicose and spider veins. I have a friend that had her varicose veins corrected by just a couple of outpatient visits. She said it was virtually painless. If you have varicose veins (veins that bulge from your skin and are causing pain in your legs) it's different worth having something done to correct them. Spider veins are more cosmetic and most insurance will not cover these.
