I heard somewhere that if you hold dumbells in the air out in front of you it really works your shoulders.
Also if you hold a dumbell as if you were in mid curl to work your biceps.
Do these work? |

Better in that case doing a full movement, and doing Front Raises for Anterioir Delt.
Not saying F R's are the best thing, but probably better than that.
If you did what you're suggesting, you might possibly strain the area, unless you used little tiddly weights, which then would be self defeating. |

I can offer you better exercises for both your shoulders and biceps.
Shoulders: Try the Overhead Barbell Press. Or, try Push Presses as suggested by swanso5.
Biceps: Try weighted Chin-ups. |
