Since spot reducing is impossible the key is losing fat in general. In addition to your cardio workouts I would add twice weekly full body weight training circuits. They don't have to be heavy, but you should work toward increasing the intensity. 20-30 max.

I have to agree with Dustin about adding resistance training. One big reason people hit plateaus is sameness. You need to shake up your exercise to force adaptive change.
