Working Out for a Flattened Upper Body

Before I begin, let me rat off a few stats here.

Height: 6'1.5"
Weight: ~165
BMI: 21.5

I exercise quite regularly (conditioning program for baseball), and am already fairly thin to begin with (middle finger and thumb around wrist, around ankle with ~3" to go, et cetera), but I've got a bit of a problem with abdominal fat. When I flex, I've got fairly strong muscles, and in a certain light you can see bumps where the abs should be, but I've got a bit of fat on top of that, enough to cover it up and make it look slightly bulgy.

I'm muscular and rather in shape (I can run a 5k easily, quick recovery for sprints, good muscular strength/endurance, et cetera), but this bulging right above the pelvic area is getting on my nerves. I can make my upper abs contract to give that smooth upper body look, but the lower part of my abs refuses to mould in without considerable effort and contortion on my part.

Is there any program, regimen, or even simply guideline that I can adhere to to create a flattened torso and stomach region and make my upper body look more attractive as a whole (Muscle strength is secondary to me at this point).

Also, I don't want to get too muscular, too bulked up, too "swollen", all I want is that smooth, atheletic body shape without going overboard on definition and muscle. Large-ish, but not rigid and insanely defined.
