Yes this can be normal. The baby may be causing compression of the Coccyx area, the 4 bones at the base of the Vertebrae.
It shouldn't generally cause the baby a problem, but it is obviously causing the individual a problem, so they should go and see a doctor about it, because if nothing else the doctor may prescribe a maild pain killer or something like that to ease some of the pain a bit and make things more comfortable.
As I understand it, the situation you're describing can be caused simply by the way the baby chooses to lie.
