Yes, sadly you can't lose that fat by targeting it, or anything like that, when you lose body fat it comes from all over, so your best bet is upping calories and protein. Eating more protein will feed your lean muscle mass, and eating less carbs will top up your "storage" less often, and give you a chance to burn your fat reserves.
The best way to reshape your body is to vary your exercise routine - your body will get conditioned for what you are asking it to do, and then you will stop getting results from it, so you have to change it up all the time. Make sure your exercise level is INTENSE at least once or twice per week - like, "I think I'm going to die" intense
