Tummy tightening
I'm having troubles with how I carry fat. It's all in lower stomach so when I lose weight from healthy eating I can see ribs while having a higher body fat percentage. I want to make waist measurement smaller without making ribs too prominent. Can ab work outs make the look of a slimmer waist or is only bet cardio? Girls who are fit seem to have a smaller stomach than girls who are naturally thin.

If you wanted to achieve the effect you're thinking of you could attempt to build muscle all over, which could also include side bends, or other exercises that target the obliques like round the world's, woodchoppers, torso twists, barbell twists etc.
If you're getting an all over muscle building effect from a good workout program, then you'll be able to help yourself lose additional fat, as extra muscle helps to burn fat.
