Noob working out

hello everybody
have been following Kris's vids from Youtube quite some time now
finally thought of dropping by his site and it's crazy!
with personal tracking system for free, forums and all
really impressed and excited to be here
so, i'd like u guys o speculate on situation:

Height: 5.8 ft.
Weight: 58Kg
Age: 21
BF: 10%
Have been working out for 4 Months now

4-5 meals containing:
3 meals = 2 x chicken, mixed veggies, kidney beans, peas
other 2 might be Oatmeal or some Peanut Butter, corn flakes, etc.
No supps not even protein powder yet

i started off on the wrong foot
later focused on compunds more
have been following the following routine for the past month now
which i got as suggestion over another forum:

Workout A
Squats
Bench press
Bent-over rows
Military press
DB curls
Hanging leg raises

Workout B
Deadlift
Chinups
Chest dips
DB rows
Skullcrushers
Calf raises
*Alternating between A and B every week

problem: arms isn't developing at all. that's primary concern atm. i guess it has sth to do with diet or training. help is much appreciated.
