BMI isn't a very good measure of health, not for individuals anyway.

There are many reasons to continue losing fat before you bulk up.. One of the most appealing reasons, IMO, is the improved insulin sensitivity that comes with having a lower percentage. Once you reach your leanness goals, you're bulking should be more effective due to the more efficient use of calor...

It's all about diet. If you're lifting 3 days a week, following those sessions up with 30 mins of low impact cardio, and adding in cardio a couple other days of the week, you should def see results rather quickly.

Provided your diet is in check, what I just mentioned will really melt the fat away.
