Why are love handles so round. And tummy always has that slight buldge. Its annoying.

Hey Ive been told to eat at a deficit and lift. Will I gain size on lats chest shoulders while at a deficit? What are noob gains?

Well you wouldn't necessarily need to eat at a deficit, because the eight amount of calories would create gains and an extra lb of muscle burns around 45-50 more calories per day.
So I would aim for around 2,200-2,500 calories a day and see how you get on.
