Just take Whey protein pwoders after workouts. You could have some before bed, or even a bit with Breakfast, but it's not vital. After workouts is the best of those three choices if you use Protein powder.

Water.

Milk with a post-workout shake, increases calories, viscocity, Casein content and Enzyme competition / production, because you then need the Lactase enzyme, to breakdown the Galactose part of the Lactose Di-saccharide.

Water negates this. The small upside to the Lactose is, that being a Carbohydrate would help to synthesise the Protein, but it's a small upside.

You don't need it on off days particuarly. As for the serving, the protein content is good, but the Carb content isn't exaclty helpful.

You could change that by adding something like Crushed Oats into it, or a dissolvable fibre product. You'd only need about 15-20g of it I reckon.

Some protein shakes have very little Carbs. Often between around 0.5g-1.5g per serving.

You can add your own like say a small amount of Crushed Oats, but it would be better to acquire one already Carbed I feel, as it makes thing easier.

The best time to take your protein shake is within 15 minutes of training. So basically the sooner the better. Without being too scientific your body will basically ingest it faster and utilise it better post training.

Personally I take mine pre and post as goal is to increase size. I also take a Caesin protein shake before bed as this is slow release as opposed to the whey which is quick release.
