Mostly diet is the key. You have to be able to allow the body, to get rid of fat successfully, to get ripped, otherwise, all the weights in the world will bulk you, but you'll never have a chance to get anything close to ripped if there's too much rubbish in your diet.

can you gain muscle by just working out and trying to lose fat, and not bulk?
or do you have to bulk to get bigger

- I would say full body but it depends where you are atthe moment muscle development wise...if you've gained 20pds of muscle since you've started training than maybe a split of some desciption would be better but if not, than full body

- oh and diet definately as bossman said

- some will say you can't but i've had client's who have but you're training and diet need to be almost perfect for it to happen anfd the balance between the two also needs to be found...ultimately though it would be best to focus on one while maintaining the other

you don't have to gain fat when trying to gain muscle but it takes longer of you don't...it is very hard to gain muscle and lose fat without steroids...very, very hard

Extra muscle can help facilitate Fat losses, but getting really shredded whilst bulking, is very hard as Swanso says.

Also realistically Fat gains will occur when you bulk, in most cases, but depending on Diet and Calorie intake, that can be minimsed.
